Why local history matters
Waukegan started as a French trading post the Potawatomi and early settlers called Little Fort, visited by explorer Jacques Marquette as early as 1673. Little Fort became the seat of newly formed Lake County in 1841, and its population jumped from 150 to 750 between 1844 and 1846 alone. On March 31, 1849 residents renamed the town Waukegan — the Potawatomi word for 'fort' or 'trading post' — and incorporated it; the 1855 arrival of the railroad turned it into a working Lake Michigan port city, and it was chartered as a city in 1859 with a population of 2,500.
What that means for window replacement today
Waukegan's oldest housing stock, concentrated in the Near North Historic District that reaches back to the 1840s, was largely built before modern window units existed, and later postwar and contemporary construction added its own range of opening sizes and frame materials. Add lakefront wind exposure off Lake Michigan and the freeze-thaw cycle that comes with it, and opening condition, flashing, and frame material matter as much in Waukegan as the glass package itself.

The City of Waukegan's Engineering Department requires a Watershed Development Ordinance (WDO) permit for regulated development and work in the floodplain or floodway, per Lake County's Watershed Development Ordinance as adopted in City Ordinance Section 18-10. Because Waukegan's lakefront terrain includes ravines and mapped flood hazard areas, parcel-specific floodplain status and permit requirements should be confirmed with the city before foundation, grading, or exterior work begins.
